If your technical ability is limited, we suggest using Wordpress or something similar to start your site. It also depends on what you want to do with a website. For instance, if you want to start an ecommerce website, we recommend eCrater simply because you can instantly create an ecommerce website. Ning is also an example of how you would start your own social network.
